The Charter
The Charter has been developed in accordance with the Constitution of the Russian Federation, Federal Law “Regarding the general principles for the local self-governmental organization in the Russian Federation”, other federal laws, the Charter (the Main Law) of the Samara region, other laws of the Samara region and it secures the lawful fundamentals for a local self – government over the territory of the city, determines the procedure for forming of the self-government bodies, its powers, principles of interaction and delimitation of its competences, economic basis of the local self-government, other issues for performing of the powers of the local self-government of the city in order to solve the local issues and to perform some state powers.
The Charter is effective over the whole territory of the city and its adherence is compulsory for the local self-government bodies, officials and enterprises, organizations and institutions located over the territory of the city, as well as for all the citizens.
